I have the honour to refer to correspondence
12|-|38 ending with your despatch No.396 of 15th November, 1938,

regarding the rescission by resolution of Legislative
Council on 1st June, 1938, of the Council's former
resolution of 2nd August, 1902, requiring pensions to be
paid in England from the Widows' and Orphans' Pension
Fund at three shillings to the dollar, and to inform you
that a petition has been received from Sir Joseph Kemp,
Mr. E.R. Hallifax and certain other officers on pension
regarding the effect of this change on the prospective
pensions of their widows under the Widows' and Orphans' Pension Scheme. The petitioners state that a copy of 24their letter, dated 24th November, 1938, has been sent

to you.

Many of the arguments advanced by these
gentlemen in favour of the continuance of the old
privilege can be rebutted, but on consideration of all
the facts referred to by them I have come to the
conclusion that they are substantially in the same
position as the officers referred to in my despatch
101-138 No.756 of 11th October, 1938, who have drawn pension at
fixed rates of exchange. It would appear that the
dollar salaries which were enjoyed by these officers,
